The process of land distribution begins with preparing sites of agglomerations (Imidugudu), because it was found that the major socio-economic infrastructure must be provided to communities first, and then the population gets attracted to it. According to MINALOC Program, people are supposed to live in agglomerations and due to this reason the District of Ruhango is preparing to at least have a village set aside in each sector to be used as an example to others and to be having all social and economic amenities.
Ruhango District has got only one big town which is Ruhango Town and four trading centers that are in the process of being transformed into towns and these are Kinazi, Byimana, Gitwe and Buhanda.
Ruhango town has improved tremendously in development especially if one compares the present situation with the period before and immediately after the 1994 Rwandan genocide. There has been an increase in construction of commercial buildings and those that have been dilapidated are being repaired. The district has also been concentrating on cleanliness through a campaign of tree planting that provides and improves on the air that has to be fresh.
Apart from the building that used to be built without any town planning being involved, this time everyone who is going to construct a building has to make sure that it has at least more than two floors. This helps in using well the limited land that is available to the district.
In the District’s long term strategic planning, all slums that will be around high rising buildings will have to be removed in order to eliminate the problem of a disorganized settlement pattern which is a big problem to the district especially with regard to short term planning, and decision making on socio-economic development.
