Ruhango District signed a performance contract with the President of the Republic there was an improvement in good governance by putting in place community policing, training of LD and providing them with uniforms, 92% of cases brought to the district were settled, 74.7% of the population participated in community work umuganda, 98.7% participated in parliamentary elections.

There was also improvement in agriculture whereby 6,000ha of land was used to grow different crops that yielded 35 tones by the 2nd semester and a cassava processing plant was built at Kinazi, 522ha were used to grow rice in the 2nd semester
