Department of Economic Development and Social Welfare

The Social Development Unit is a department responsible for caring for and protecting vulnerable people of all categories in order to help lift them out of poverty. To achieve this, the department is responsible for implementing some of the Government programs aimed at reducing poverty (social protection programs), including the following:

1. FARG

Caring for genocide survivors of the 1994 Genocide against the Tutsi in areas such as education, housing, emergency support, health, and income-generating projects.

NB: In order for a person to receive assistance, they must first be approved by the General Assembly of genocide survivors of the 1994 Genocide against the Tutsi at the Cell level, based on the rules and guidelines of each support pillar.

2. VUP

Caring for all vulnerable people in Ubudehe Category 1.

  • Households with no able-bodied member to work are provided with Direct Support.
  • Households with able-bodied members are provided with paid manual labor (Classic Public Works).
  • Households with dependents (children under 5 years old or persons with severe disabilities) are provided with light public works (E-Public Works).
  • Vulnerable but able-bodied households in Categories 1 and 2 are provided with small loans with low interest (2%) payable within 2 years.

All beneficiaries are approved by the Sector Council based on the available annual budget.

3. GIRINKA

Supporting households in Ubudehe Category 1 and 2 that have land for pasture and a cowshed to acquire a cow.

Beneficiaries are approved by a committee established from the Village level up to the District level.
